TIL that in 1916 there was a proposed Amendment to the US Constitution that would put all acts of war to a national vote, and anyone voting yes would have to register as a volunteer for service in the United States Army.

Probably to not unintentionally disenfranchise people too old, sick, disabled, or infirmed of their vote, and so the military wasnt overwhelmed with millions of people too mentally or physically inept to be trained into anything useful after the vote

Actually there was a provision in the amendment (for just such an occasion) that would have made it so that, should an elderly or disabled person (or anyone incapable of joining the military) vote yes for war, they would have to pay a wartime tax for however long the war should last
